he's put a blow-up dool in a Guantanamo Bay orange jumpsuit + black bag over the head, then manacled the hands and feet. It was apparently there quite a while whilst people rushing past on the runaway mine train saw this thing flash by. Eventually Disneyworld decided to shut the whole ride down (hence the train being empty)

A bit of a silly title tbh, it was the one on the original article so I decided to go with that
